</div>市況轉差，樓價下跌，「有汗出無糧出」成近年建造業工人的最大困擾。近月行業不斷爆出欠薪風波，更有工人堵路死控求出糧。有見及此，本地初創DefyPay，決定以區塊鏈技術革新，對抗業界拖糧「頑疾」。&nbsp;至去年底，香港註冊建築工人約有63萬人，市場規模龐大。而香港建造業的獨特架構，多層次承判制度，由發展商、項目經理、顧問團隊、總承建商，層層遞延至分包商及基層勞工，造成工資支付流程冗長、缺乏透明度，工人權益難以保障。加上近年市況轉差，新工程越來越少，令過去三、四判「新數冚舊數」方法不復再，甚至令資金鏈斷裂，無法出糧，直接影響工人生計。&nbsp;DefyPay行政總裁及聯合創辦人陳啟康擁有逾十年互聯網行業經驗。疫情期間，他目睹方艙醫院建築工人被層層剝削，萌生了運用區塊鏈技術解決建築業欠薪問題的想法。他與擁有豐富IT經驗的李瑞霞，以及曾擔任新鴻基和港鐵等大型項目的項目經理刁俊源合作，共同創立了DefyPay，運用區塊鏈技術開發創新支付系統，冀望根治此業界痼疾。&nbsp;陳啟康接受CFTime專訪時提到，據公司研究數據顯示，2021年至2022年間，單計四個大型工程項目，五個月內累計欠薪高達1億港元。 即使到了今年中，情況未見好轉，甚至有惡化趨勢，連政府項目也出現欠薪情況，凸顯問題的嚴重性。&nbsp;陳啟康表示，相對大、二判較有實力「對於三、四判來說，由於公司規模比較小，業務壓力比較大，甚至四判可能只係個蛇頭。」而發展商亦未必清楚四判屬誰，卻令公司形象受到影響，「甚至有人企圖輕生，出晒新聞，影響新盤銷情，佢哋都好無辜。」&nbsp;陳啟康指，DefyPay的區塊鏈支付系統旨在構建透明、高效、可追溯的工資支付平台。系統利用區塊鏈不可竄改的特性，記錄所有交易信息，確保資金流向清晰可查，並可追溯各層承建商之間的關係。系統支持工時表等信息實時更新，有效減少人工成本和時間，保障各方權益。&nbsp;「有咗依套系統之後，有實時出糧timesheet，萬一有乜事，上層都可以知道，就更加容易控制。」陳啟康解釋，系統採用分級權限管理，發展商可查看所有下級承建商的資訊，各級分包商則僅能查看其下級的信息，確保信息安全和管理效率。通過智能合約，系統可自動觸發工資支付，不經三、四判，直接由大判出糧，確保工人及時收到工資。&nbsp;DefyPay正積極與銀行合作推動此項創新技術的應用。系統積累的數據，陳啟康深信，數據有助於分包商日後融資，提高其信用評級。除了解決欠薪問題，該系統還能提升風險管理能力，並提供不可篡改的特徵，保障各方權益。預計該項目將惠及一萬名建築工人，涉及每年約1200億港元的工人交易額。他補充，項目初步按「人頭計」的性質向大判或二判收費。&nbsp;問到運用區塊鏈技術，會否令一向較傳統的建造業難以接受，他就指，過去十年建造業都有不少進步，如開始替工人供強積金、部份會以自動轉賬出糧，認為文化已經改善了不少，「係一個適合時機（推動）。」而問到現時工程進度延後，會否令生意減少，陳啟康就認為有危就有機，「多咗（走數）新聞，反而多咗公司問我哋點樣解決」。&nbsp;除支付系統外，DefyPay還開發了區塊鏈建材追蹤平台，結合物聯網、智能合約和網頁平台，追蹤建材的運輸路線和處理過程，防止偷工減料和數據造假等問題。陳啟康期望，DefyPay的創新方案，能為解決建築業長期存在的欠薪問題提供了新的思路，有望為行業帶來積極的變革。
